Vargas was 12-10 with a 4.83 ERA for the Arizona Diamondbacks last season. He is expected to pitch at the back end of a Milwaukee rotation that includes right-handers Ben Sheets, Jeff Suppan and Dave Bush and left-hander Chris Capuano.
The team acquired the 28-year-old Vargas, along with catcher Johnny Estrada and reliever Greg Aquino from Arizona on November 25 for pitchers Doug Davis and Dana Eveland and former first-round draft pick Dave Krynzel, an outfielder.
Milwaukee has two players remaining in arbitration: utility infielder/outfielder Bill Hall and catcher Johnny Estrada.
